Substantial work continues on The Setting, located at 7200 France Avenue in Edina.
After a July 2025 groundbreaking, Great States Construction and its partners have been hard at work on the project. The project, which is a partnership of Orion Investments, Afton Park Development, and Great States Development, aims to bring a new standard of luxury to Edina.
Weather Challenges
According to superintendent Bob Bulles, winter has tested the team’s resilience.
“The winter has cost us days due to extreme cold,” Bulles said. “There were stretches where temperatures were below the safety thresholds for crews and even for operating the crane and forklifts. It was simply too cold to safely run a multimillion-dollar crane without risking breakdown.”
To keep work moving, crews built temporary enclosures around the precast levels using temporary framing and reinforced poly sheeting to block wind and retain heat. Heaters have been running since just before Thanksgiving, creating workable conditions inside the structure.
Work around the perimeter of the building has required the use of ground thawing machines and concrete blankets to heat frozen soil so foundations could be properly backfilled and brought back to grade.
“It’s been cold. Snowy. But the crews have pushed through,” Bulles added.
Major Milestones
The project is unique in that work is also underway immediately next door at another construction site.
While The Setting and the other project are two construction sites, they do share outdoor amenity space and are separated by only 62 feet. That close proximity requires extra attention, especially when coordinating delivery logistics, crane lifts, and road closures.
“Managing a small site with separate but connected lead contractors can be difficult,” remarked Bulles. “We affect each other daily with our own activities.”
Despite the unique challenges and winter weather, major milestones have been reached. Notably, all poured concrete foundations and walls have been completed, as has the installation of precast elements. Work continues on slab pours, interior walls, and plumbing.
Ahead of slab work, plumbers from J-Berd Mechanical & Plumbing completed underground plumbing, sump baskets, and drain tile at level -2 of the project.
Trade partner Northland Concrete and Masonry continues work on slab pours, with about 80% of the slab work on level -2 completed. Work on CMU walls is nearly 3/4 complete throughout level 1. The crew also recently completed three levels of elevator shaft within the precast structure.
More than 2,000 cubic yards of concrete have already been poured. That’s enough concrete to construct nearly 6 miles of standard residential sidewalk.
Looking Ahead
workers are on site, a number expected to grow as vertical construction accelerates. That number includes the Great States Construction team, as well as trade partners.
Framing is expected to begin in earnest soon, with that team working on initial wall layout and preparing for wall frame deliveries.
“I’m looking forward to getting through framing and starting roofing,” Bulles said. “Once we’re dried in, we can fully focus on interior and exterior finishes.”
Completion of The Setting is anticipated for early summer 2027.
